Description of Fund
Title I, Part A funds are distributed to school districts based on four distinct funding formulas as affected by census poverty data. Districts determine which eligible buildings are to participate based on federal requirements and local decisions. Targeted Assistance buildings must direct services to specific at risk students above and beyond that provided regular state and local resources. Schoolwide buildings may use the funds for school wide activities intended to improve outcomes across the building.
The purpose of this funding is to provide supplemental funding to economically disadvantaged districts and some of their eligible schools for improving educational outcomes for students who are failing or at risk of failing to meet State standards. Building projects are either Targeted Assistance whereby students to be served are selected based on academic needs or school-wide whereby an improvement plan can be focused on any or all at risk students.
Who is eligible?
Districts with a minimum of 10 poverty students and a population of such children that constitutes at least 2 percent of the district’s total child population, based on census poverty figures, are eligible to receive an award.
Application Process
Districts are provided the deadline on which all applications must be received in the electronic system (Comprehensive Continuous Improvement Plan – CCIP). - Increase capacity in Title I high schools
- Drive needed reforms
- Take advantage of temporary resources to ratchet up the quality and intensity of services, particularly in schools in improvement status

Quarterly Reports
Reporting Requirements
Each LEA (local education authority) must file with the SEA (state eduation authority) a school-by-school listing of per-pupil educational expenditures from State and local sources during the 2008-2009 academic year. The SEA must then report this information to the Secretary. At a minimum grantees should anticipate reporting the total amounts of ARRA funds received and expended or obligated; the name, description and evalutaion of the project or activity’s completion status; and an estimate of number of jobs that were saved or created with the funds.
