House Bill 1 – Family and Civic Engagement

HB 1 establishes family and civic engagement requirements for Ohio’s schools, families and communities. Together, schools, families and communities work to ensure all children have the supports needed to graduate from high school prepared for additional educational experiences, the workforce and healthy lifestyles. Ohio’s goal is to have high-performing, district-based family and civic engagement teams that work with county Family and Children Frst Councils to systematically connect all children, youth and families who are in need to school- and community-based services and programs.

HB 1 Family and Civic Engagement Requirements for Local School District Boards of Education – Ohio Revised Code

Sec. 3313.821. (A) The board of education of each school district shall appoint a family and civic engagement team. STEM and Community schools also may appoint a family and civic engagement team. Each team shall:

  1. Work with local county Family and Children First Councils established under section 121.37 of the Revised Code to recommend to the board qualifications and responsibilities to be included in the job descriptions for school, family and civic engagement coordinators;
  2. Develop five-year family and civic engagement plans;
  3. Provide annual progress reports on the development and implementation of the plan. The board shall submit the plan and annual progress reports to the county Family and Children First Council.
  4. Advise and provide recommendations to the board on matters specified by the board.

(B) Each board shall determine the membership and organization of its family and civic engagement team, provided that it shall include parents, community representatives, health and human service representatives, business representatives and any other representatives identified by the board.

This online session will shed light on the development of district family and civic engagement teams and family and civic engagement coordinators called for in HB 1. Presenters also will answer questions e-mailed to them during the session. This free professional development event is appropriate for local school board members, superintendents, principals, school counselors, other school personnel and ESC staff, as well as community partners who may be involved in district or school family and civic engagement efforts.

Funding – Ohio Revised Code

Section 3306.06 of the Ohio Revised Code provides funding under the evidence-based model for a family and community liaison factor:

(B)(1) The family and community liaison factor shall be calculated by multiplying the school district's formula ADM times its targeted poverty indicator and dividing the product by seventy-five, and then multiplying the quotient by the product of the applicable Ohio educational challenge factor times $38,633, in fiscal year 2010, and times $39,381, in fiscal year 2011.

The Ohio Revised Code further states: "Family and community liaisons" means individuals who provide assistance to students and their families, individuals who are linkage coordinators as described in section 3306.31 of the Revised Code, and may include individuals who hold valid licenses as family liaisons, social workers, and student advocates.

Ohio Department of Education HB 1 Family and Civic Engagement Resources and Supports

Universal Professional Development: The Ohio Department of Education will provide professional development through webinars to help districts meet the HB1 family and civic engagement requirements. The professional development will occur on a six-week schedule starting in November. Topics include:

  • Developing Family and Civic Engagement Team and Family and Civic Engagement Coordinator roles and responsibilities;
  • District and community data for the required Family and Civic Engagement Strategic Plan;
  • Research-based strategies and practices for a comprehensive system of student support;
  • Strategies for engaging families; and 
  • Principal leadership.

In addition to the professional development policy briefs, strategic planning and collaboration tools, templates and resources will be available on this Web site in the future. 

21st Century Learning Centers (CCLC) Family and Civic Engagement in Schools Initiative

This initiative seeks to engage 25 Family and Children First Councils (FCFCs), Educational Service Centers (ESCs) and districts to participate in a learning community. This group will help ODE develop a systems model designed to build and amplify the capabilities of ESCs, FCFCs and districts. The goal is to align systems, services and plans to meet the intentions of HB1, Family and Civic Engagement and in turn increase student achievement and well-being. ODE hopes to benefit from the folks "on the ground," learn from their real-world experiences and take advantage of established, effective practices.

Through a competitive grant process, this initiative will select 25 county FCFC, ESC and district teams to participate in the initiative. Selected teams will receive funding, coaching and technical assistance.

Successful applicant teams must meet or exceed the following requirements.

  • Each county team must consist of the ESC superintendent/designee, county FCFC coordinator/designee, district superintendent/designee and a district community partner. The team must apply jointly and agree to attend monthly training and feedback sessions that will take place in Columbus starting in January 2010. The team also must commit to implementing learned training principles between the monthly meetings.
  • Applicants must possess and demonstrate a moderate, existing level of collaboration among the required partners. Evidence of collaboration might include:
    • ESCs attending 75 percent of their local FCFC meetings;
    • Having at least one collaborative program or service; and 
    • Having the ability to designate staff to serve as district Family and Civic Engagement coordinators, ESC family and civic engagement facilitators, and FCFC coordinators.
  • The district partner must primarily serve students eligible to receive free- and reduced-price lunches. The student population also must be underachieving in mathematics or reading/language arts based on its performance on state assessments or district-administered diagnostic assessments.
  • Family and Children First Councils must have identified a priority area that is linked to the education system in their 289 plans. Councils must have participated in comprehensive and strategic planning and have an interest in alignment of multiple priorities, resources and services.

The Family and Civic Engagement in the Schools Initiative Request for Application and Intent Form are available online.  The deadline for submitting the Intent Form is Dec. 21, 2009. Completed proposal applications must be received by Jan.  18, 2010.
