The out-of-state packet contains the information and application materials you will need in order to complete the Ohio Educator Licensure process. Please review the packet carefully to determine application procedures, and to ensure that you are submitting all required application materials.
NTE/PRAXIS II Requirement
Applicants who meet any of the following criteria are required to successfully complete applicable portions of the NTE/Praxis II:
- Began college coursework AFTER July 1, 1987;
OR
- Began coursework requirements PRIOR to July 1, 1987, but did not complete certification requirements until AFTER July 1, 1991;
OR
- Are adding an area to an existing certificate or seeking a new certificate (program completed after July 1, 1991).

Please consult the out-of-state packet for specific Ohio Praxis II requirements, which may be different from tests required by other states. It is necessary for all applicants, in-state and out-of-state, who either began college coursework after July 1, 1987, or finished a certification program after July 1, 1991, to complete the specific tests required for Ohio. Please note that the interstate agreement does not provide an exemption from testing.
Certification of Teachers under the Interstate Agreement on Qualification of Educational Personnel
Ohio contracts with the following states in order to grant teaching certificates, under certain conditions, to persons holding standard certificates from those states. Click on the name to open a new window to the state's Web site.
Individuals may qualify for acceptance under the interstate agreement through completion of an approved teacher preparation program in a member state. An individual's major area of certification may be obtained under the agreement. Minor or add-on areas received from a member state will be evaluated according to Ohio requirements. A copy of the out-of-state certificate or evidence of eligibility is required, in addition to official transcripts showing all college coursework.
Individuals may also qualify for acceptance under the interstate agreement if they hold a valid standard certificate issued by a member state and have, during the seven years immediately preceding application for certification in Ohio, satisfactorily served as an educator for not fewer than twenty-seven months under the standard certificate in an assignment matching the certification which is sought. Please consult the out-of-state packet for specific Praxis II tests for Ohio. There are many Praxis tests, used in various combinations by other states. The fact that someone has completed a Praxis test may or may not be an indicator that they have met the Ohio Praxis II requirement.
Procedures for International Credentials
The Office of Educator Licensure is not able to evaluate international credentials. If your college or university coursework was completed outside the United States, your international academic credentials require a course by course analysis from an approved credentials evaluation service. Please note that you will need to request a detailed (course by course) evaluation. If you are applying for initial teacher certification or licensure, you must show evidence of the completion of a baccalaureate degree, and the completion of a teacher preparation program including student teaching (practice teaching).
If you wish to utilize coursework completed outside the United States for another purpose, such as renewal of a certificate or license, the credential evaluation report would need to indicate that the coursework was completed at an accredited four-year baccalaureate degree-granting institution.
